John Brooks, 55, found the 8in devices with fuses poking out in a kitchen cupboard.
He told friends he handled them thinking they were fireworks.
But after sleeping on it and learning the former tenant was an ex-soldier he urged bosses to call the police.
John shared a snap of the bombs wrapped in tape online. Cops believe they were viable.
The building in Harlesden, North West London, contains mostly housing association flats.
A mate said: “He was just tidying up, cleaning and giving the place a lick of paint for the next tenant.
“At first he thought they were bangers, so thought nothing much of it.”
Management later told him who had been living there.
The pal added: “Once he realised who had built them, he felt very uneasy and realised that if they had gone off he’d have been killed.
“Not only that, but these bedsits are tiny — so the places nearby would have gone too.”
A neighbour said: “There is all sorts of trouble around here. This is unusual though.”
A man of 48 is being quizzed by police.
