Greece, Italy, Spain and Portugal are among the Member States who are in favour of introducing the passports. The European Commission President Ursula von der Leyen is also in support of the idea.

However, French President Emmanuel Macron has come under fire after a health defence council this week where he asked his team to imagine tools that would allow the French to live normally even with the virus.

Florian Philippot, President of the eurosceptic movement Les Patriotes, argued the introduction of vaccine passports would “control” the population.

He tweeted: “The idea will prevail, said Matignon about the Health Passport!

“Add the QR codes to enter a restaurant and you have a zombie society: control, tracing, surveillance.

“We have to fight this hell to the end!”

Despite Mr Philippot’s scepticism around vaccination passports, other EU states are already planning to implement them on a national scale.

Austrian Chancellor Sebastian Kurz said he was committed to introducing a “green passport” across Europe and compared it to Israel.

He told Bild he would prefer a digital passport on a mobile phone and said it was an “important part” of the vaccination.

Mr Kurz added: “So whoever is vaccinated should have full freedom.

“But also all those who have just had Corona and are therefore immune, and also all those who take a test and can prove through the test that they are negative.

“If we manage to bring together a European solution like the one Israel has, then I think that would be a good thing.

“Because then we can also enjoy the freedom to travel, the freedom to travel across Europe for work again, but above all the freedom to go on vacation and enjoy culture, sport and all that.

“Then we can ensure and guarantee that again. I’m personally very optimistic about the summer.

“The vaccination coverage in summer will be high.”

He added how things would be able to “return to normal” by the summer and is looking forward to welcoming holidaymakers from Germany.

Austria is already in contact with Greece, Israel and other countries in order to conclude bilateral agreements if necessary.

But Mr Kurz also said if the vaccine passports do not work at a European level, they will be implemented nationally.

Bavarian Prime Minister Markus Soder also said he is open to “special options” for those who have been vaccinated.

He said: “In the long run it cannot be the case that if an incredible number of people get vaccinated – others do not – everyone else has the same restrictions to a certain extent because of those who did not get vaccinated.”

In the UK, Prime Minister Boris Johnson said a review of vaccine passports will be led by Cabinet Office minister Michael Gove.

The NHS app is expected to become a digital COVID-19 certificate allowing the public to prove they have been vaccinated or tested negative.

Iceland has already begun rolling out digital passports back in January and Spain is already working on a passport for its citizens.

Denmark confirmed a simple coronavirus passport for business travellers will be launched at the end of February.
